Android toughpads support SD card but can't use it? What gives?

Noticed that even though I have a 32 GB SD card in my FZ-A1 nothing uses it and there doesn't seem to be any option in the Settings section to change defaults so stuff like the camera, etc. save images to the SD card instead of dumping all images, downloaded files, etc. into system memory.

Is anyone aware of how to change this, or is it something Panasonic has locked out in their implementation of Android as part of it's military-like security framework?

I might as well remove the SD card...
